  Requirements
  Objectives of the Programme
The Human Resources assistant will report to the HR officer and will be responsible for technical HR work in the areas listed here-below. He/she is accountable for applying sound judgment and technical accuracy in all interpretations of guidelines, processes followed and documentation prepared for approval and authorization by the supervisor(s).
Description of duties
- Selection and Recruitment of Fixed -Term Staff (P and GS):
Drafts and validates accuracy of vacancy notices, summarizing the substantive duties and responsibilities of the job description; ensures appropriate posting on the Intranet/Internet, via standard distribution and, as appropriate, technical publications. Undertakes preliminary screening of applicants on the basis of general criteria including education, length of experience, country of origin, date of birth, etc.; prepares spreadsheet to facilitate review by the HR officer and subsequent recruitment panels. Ensures all arrangements for interviewing and testing of prospective staff including preparing or supervising the preparation of recruitment panel files, setting up interview appointments including arranging for video conferencing sessions, organizing travel as required, and monitoring testing. Briefs candidates on basic UN/WHO entitlements at time of interview. Provides administrative support to selections, including preparation of the selection files, draft interview outlines and draft selection reports. Prepares draft memoranda on geographical waivers, if necessary.
- Maintains an up-to-date database for tracking the vacancy status. Maintains logging and statistical data banks and produces reports.

- Assists, as needed, in the recruitment and monitoring of contract administration for fixed-term and short-term staff assigned to the cluster.

- Assists in the registration and tracking of documents and actions.

- Participates in HR planning meetings with Departments as necessary and assists in the preparation for and follow from these meetings.

- Other job related duties as required in order to ensure the efficient and cost effective administration of human resources activities for the Cluster, as required.
QUALIFICATIONS REQUIRED:
Education
Work requires completion of secondary school or commercial school.
Competencies
Knowledge of general HR policy theory and procedures. Training in UN/HR systems is an advantage. Proven skills in drafting and editing required.

Knowledge and skills in IT applications such as word processing, spreadsheet and database programmes, and intra/internet are essential.
Experience
Several years direct experience in two or more areas of human resources and minimum two years of clerical or secretarial work experience in an administrative capacity.
Languages
Excellent knowledge of English or French with a good working knowledge of the other language.
